Compatriotas,

Venezuela no está sola. Sus habitantes estamos aún vivos y con mucha fuerza para evitar el consumarse de las intenciones dibólicas-comunistas

De este régimen de oprobio que pretende llevarnos a un “mar de felicidad”inexistente como tal.

Las reservas morales de nuestras Fuerzas Armadas, como lo constituimos los militares en situación de retiro, no permitiremos que nuestros

Colegas en servicio se duerman en los laureles y reaccionen debida y lógicamente como lo anhela la gran mayoría de nuestros connacionales,

Y salgan a la calle para la defensa de ese pueblo que reclama su accionar y para preservar el orden democrático en nuestro país.

Un poco más de paciencia que el fin está cerca…Sepamos esperar…Lo que era maduro ya se pudrió…!!!

MENSAJE  DEL  FRENTE  INSTITUCIONAL  MILITAR

Ciudadano General en Jefe (Ej) Vladimir Padrino López

Jefe del Comando Estratégico Operacional de la Fuerza Armada Nacional

Su Despacho.

Nosotros, los miembros del Frente Institucional Militar (FIM), nos dirigimos a usted, muy respetuosamente, en nuestra condición de Oficiales retirados de nuestras Fuerzas Armadas  Nacionales, en estos aciagos momentos que vive la República para hacerle un llamado tanto a su persona, como a los demás Oficiales Generales y Almirantes Integrantes del Alto Mando Militar, así como a todos los compañeros activos de todos los grados y jerarquías de la Fuerza Armada Nacional y al glorioso PUEBLO DE VENEZUELA, a fin de que:

PRIMERO: Se respete y se cumpla lo establecido en los Artículos 328 y 333 de la Constitución de la República Bolivariana de Venezuela habida cuenta que es público y notorio, tanto por las declaraciones recientes de la actual Ministra del Poder Popular para la Defensa, Almirante en Jefe Carmen Teresa Meléndez, como de algunos otros oficiales de que la “Fuerza Armada Nacional Bolivariana es Revolucionaria, Socialista y chavista”, violando flagrantemente el Artículo 328 de nuestra Carta Magna. Señor General Padrino, la Constitución es clara, sin ambigüedades y sin lugar a dudas. Ella establece en su Artículo 328 que la Fuerza Armada Nacional, constituye una institución esencialmente profesional, SIN MILITANCIA POLÍTICA organizada por el Estado para asegurar la independencia y soberanía de la Nación. Y que en el cumplimiento de sus funciones está al servicio EXCLUSIVO de la Nación y en ningún caso al de persona o parcialidad política alguna.

SEGUNDO: El repudio, condena y expulsión del territorio de la República de los funcionarios cubanos o de cualquier otro país que hayan tomado, estén tomando parte o se inmiscuyan en los asuntos internos que SOLO son competencia de los venezolanos. Para nadie es un secreto que, Fidel Castro, el más longevo tirano del mundo así como su hermano Raúl y su Sistema Castro-Cubano-Comunista, han marcado pautas y dirigido nuestro gobierno, al extremo que en muchas de nuestras instalaciones militares y oficiales se mantiene izada la bandera cubana  como la insignia de un ejército enemigo de ocupación.

Con tristeza hemos observado que la Fuerza Armada Nacional y sus integrantes en estos últimos quince años y sin disparar un tiro para defendernos, “presuntamente” han cometido el DELITO DE TRAICIÓN A LA PATRIA y han violado el Artículo 1ro. de nuestra Constitución ya que les han entregado nuestra Soberanía, Independencia y fundamentalmente nuestro Patrimonio Moral, Económico y nuestros valores de Libertad, Justicia y Paz a los hermanos FIDEL Y RAÚL CASTRO RUZ  y a su gobierno Castro-Comunista quienes durante más de 50 años, han esclavizado al noble pueblo cubano.

Nuestro llamado  institucional está dirigido a todos los compañeros de armas pero especialmente para los GUARDIAS NACIONALES y para los grupos armados por el gobierno que hoy atacan y asesinan inclementemente a los jóvenes universitarios y a los ciudadanos comunes que protestamos cívicamente por causas justas y nobles como son la independencia, la democracia y la libertad de nuestro país. La lucha no debe ser entre hermanos venezolanos como lo hemos sido siempre, ya que todos sin excepción afrontamos los mismos problemas de inseguridad, salud, desempleo, desabastecimiento, etc. Créanos,  esta lucha entre venezolanos es auspiciada desde La Habana. Ellos están ahí silentes y preparados para recoger los despojos de lo que quede en esta lucha fratricida. Por ello pensamos que la lucha cívico-militar de todos los venezolanos debe ser en común contra la suela de la bota insolente del extranjero Castro-Cubano-Comunista que hoy profana nuestra Patria y que disfruta que nos matemos entre hermanos. 

TERCERO: Exigirle al Ciudadano NICOLAS ALEJANDRO MADURO MOROS quien hoy ocupa el cargo de presidente de la República y Comandante en Jefe de la Fuerza Armada Nacional, RESPETO Y CONSIDERACIÓN para todos los ciudadanos de la República, independientemente de su sexo, religión, condición social, edad o pensamiento político, de acuerdo a lo establecido en el Artículo 21 Numerales 1., 2. y 3. de la Constitución de la República Bolivariana de Venezuela ya que es un hecho público y notorio que el ciudadano antes mencionado, en presencia de los miembros del Alto Mando Militar, de las Fuerzas Armadas, de los Poderes Públicos y de público en general, en cadenas de Radio y Televisión nos ofende públicamente a nosotros que para él, somos sus adversarios políticos, por el solo hecho de pensar diferente, usando para ello expresiones soeces, vejatorias, infamantes y DISCRIMINATORIAS al tratarnos en la mayoría de los casos y presuntamente sin saber el sentido etimológico de las palabras de: “GOLPISTAS, FASCISTAS, BURGUESES” y cuanto improperio sale de su boca cuando la Constitución de la República Bolivariana de Venezuela en su Artículo 21  Numeral 2. establece que: TODAS LAS PERSONAS SON IGUALES ANTE LA LEY; en consecuencia: “SOLO SE DARÁ EL TRATO OFICIAL DE CIUDADANO O CIUDADANA, salvo las fórmulas diplomáticas.

Igualmente Ciudadano General en Jefe Vladimir Padrino López, Oficiales del Alto Mando Militar y compañeros de las Fuerza Armada Nacional en situación de actividad, por ustedes es conocida que la misma Constitución en su Artículo 236 es clara cuando le establece en su Numeral 1 entre las Atribuciones del Presidente o Presidenta de la República: “CUMPLR Y HACER CUMPLIR ESTA CONSTITUCIÓN Y LA LEY”. Además el ciudadano o ciudadana que ocupa el cargo de presidente o presidenta de la República en el Numeral 5 del Artículo 236 de la Carta Magna establece que es el  Comandante en Jefe de la Fuerza Armada Nacional y en consecuencia debe ceñirse a  lo establecido en el Artículo 23 de la Ley Orgánica de las Fuerzas Armadas de 1995 que textualmente señala: “Todo militar, cualquiera que sea  su grado, clase o empleo, deberá ser culto en su trato, aseado en su traje, marcial en su porte, respetuoso con el superior, atento con el subalterno, severo en la disciplina, exacto en el deber e irreprochable en su conducta”. El pueblo venezolano y su FAN institucional jamás permitirán que VENEZUELA desaparezca por las acciones coyunturales de unos sátrapas de la política internacional como las de los hermanos cubanos Castros Rus.

Por ello y con la responsabilidad ciudadana y constitucional que nos atañe,  en virtud del elevado cargo que usted detenta como Comandante Operativo Militar de nuestra Fuerza Armada Nacional le hacemos llegar este planteamiento institucional para que por su intermedio les haga llegar tanto a la Ciudadana Ministra del Poder Popular para La Defensa, así como al Ciudadano NICOLÁS ALEJANDRO MADURO MOROS quien hoy ejerce el cargo de presidente de la República y Comandante en Jefe de la Fuerza Armada Nacional, nuestro llamado a la sindéresis, a la prudencia, al cumplimiento de la Constitución y leyes de la República ya que como altos funcionarios públicos tienen la responsabilidad de velar por la seguridad de sus ciudadanos y son responsables personales de los excesos y abusos cometidos por sus subalternos que están causando un baño de sangre en las calles de nuestro país.
